Sea Foam Motor Treatment or High Mileage can help clean the screen when added to engine oil @ 1 ounce of Sea Foam per quart of engine oil. Unfortunately, sometimes the actuators fail electronically. Sea Foam will not help in this situation.

What Jim D. described is a camshaft actuator SOLENOID. The actuator itself is mechanical device that is spring load and runs off the oil pressure the SOLENOID allows through. The screen on the solenoid protects both components in theory. However, stuff happens, the Sea Foam could clean screen off which may or may not fix issue you have. Most likely a electrical issue, check wiring around connectors and connectors themselves. The plastic gets brittle and wiring wears out due to vibrations and heat.
