Sea Foam and flash rust [SOLVED]

Will Sea Foam help dissolve powdery flash rust particles that form in an old motorcycle tank after its been cleaned?

In this particular case, I don’t know about dissolving the flash rust. But Sea Foam Spray or Deep Creep will help deter the flash rust from happening or getting worse.
