Yes, if fuel gum and varnish in the carburetor is causing the surging, Sea Foam can definitely help clean it up. That’s a very common cause of surging in small engines, especially if the tractor has sat with fuel in it.

I’d recommend using a high concentration of Sea Foam Motor Treatment:

• If possible, drain the old fuel and start with fresh gasoline.
• Mix Sea Foam and fresh gas at up to a 1:2 ratio (1 part Sea Foam to 2 parts gasoline).
• Run the engine as long as you can to pull the treated fuel into the carburetor.
• Shut it off and let it soak overnight.
• Start it again the next day and let the treated fuel continue working through the carburetor.

The high concentration works much better and faster to liquefy the gum and varnish that can restrict the small carburetor passages and cause surging.

If the surging continues after a good cleaning treatment, there may be another issue such as a plugged jet, air leak, or mechanical problem that needs to be addressed.
